PALMER POLICE DEPARTMENT FORGERY Jan. 21: A 30-year-old Palmer man reported someone had forged one of his checks to pay a telephone bill. Jessica J. Skaggs, 26, of Palmer allegedly stole and forged the check. Charges of forgery II and theft III are being forwarded to the District Attorney’s office on Skaggs.
