April 24: A 13-year-old female of Palmer called 911 to report her father, 42, of Palmer was assaulting her mother, 40, of Palmer. After investigation of the incident was completed the man was arrested for assault IV, domestic violence, and transported to Mat-Su Pre-Trial Facility where he was held without bail.

April 21: While conducting traffic enforcement as part of the Click It or Ticket Safety Campaign, police stopped a vehicle operated by David W. Anderson, 35, of Palmer for an equipment violation. Anderson was arrested on a charge of driving while his license was suspended and lodged at Mat-Su Pre-Trial Facility with bail set at $2,500.
April 23: While performing traffic enforcement as part of the Click It or Ticket campaign, police stopped a vehicle operated by Jared M.O. Jamison, 19, of Sutton for failure to wear seatbelt and an equipment violation. Jamison was arrested for driving while his license was revoked and violation of conditions of release, with bail set at $1,500.
April 25: Following a traffic stop for brake lights requirement, officers contacted Krista Barnes, 21, of Wasilla. Barnes was issued a summons for driving while her license was revoked.
FRAUD
April 21: A 23-year-old man of Palmer reported someone illegally used his Visa Check Card online.
DUI
April 22: Police arrested Emil Dushkin, 26, of Chugiak for driving allegedly under the influence. Dushkin was remanded to Mat-Su Pre-Trial Facility where bail was set at $3,000 cash or corporate with the conditions that he not be released until sober and he is not to consume alcohol, be in bars or liquor stores and he is not to drive unless properly licensed.
April 27: Police arrested Bennett Ivan Edenshaw, 32, of Anchorage for driving under the influence and driving while his license was revoked following a REDDI report. A passenger in the car Roy James Guthrie Jr., 33, of Anchorage was arrested for failure to register as a sex offender I. Guthrie was held at Mat-Su Pre-Trial Facility on $250 cash or corporate bail. Edenshaw was held at Mat-Su Pre-Trial Facility on $3,500 cash-only bail plus a court-approved third party with conditions of no drinking and no driving.
LOST AND FOUND
April 22: A 20-year-old Palmer man turned over to police a firearm he recovered while walking his dog in Palmer. The firearm will be stored at the police department as found property until the owner comes to claim it.
April 26: Police were contacted concerning a set of keys found in the post office.
WARRANT ARREST
April 23: Police arrested Bradley M. Cucullu, 21, of Wasilla on a $10,000 cash or corporate warrant with a court-approved third-party stipulation. The warrant was issued for two counts of assault I, assault II, five counts of assault III and driving under the influence.
April 23: Police arrested Tiera V. Bush-Shaw, 26, of Hawaii on two warrants. The warrants were issued for failure to appear at arraignment on the original charges of driving while her license was revoked and driving while her license was suspended with a combined bail total of $450, cash or corporate.
April 23: Police arrested Rusty L. Dumont, 41, of Anchorage when he turned himself in on a $250 warrant for failure to appear for arraignment on the original charge driving while his license was suspended.
April 23: Christopher Triplett, 40, of Anchorage was arrested on a $1,000 warrant for contempt of court.
April 26: Melissa Dawn Willis, 29, of Palmer was arrested on three separate $500 warrants for failure to appear on the original charges of theft, and two counts of driving without a valid license. She was contacted outside her residence and remanded at Mat-Su Pre-Trial Facility where she was held in lieu of the bail amounts.
DOG BITE
April 24: An 8-year-old male of Palmer was attacked by a dog, which had run off of it owner’s property as the boy rode by on his bicycle. The child was bruised by the dog but otherwise was not injured. A report is being completed and forwarded to the chief of police documenting the animal’s aggressive behavior.

MVC
April 15: Police responded to the westbound on-ramp to the Parks Highway from Seward Meridian Parkway for a two-vehicle collision. Arthur Theadore, 60, of Wasilla failed to yield when entering the on-ramp and he was struck by a Dodge Shadow operated by George Lawrence, 37, of Wasilla. Theadore was issued a citation for failing to use due care to avoid a collision and for no insurance.
WARRANT ARREST
April 15: Two males sitting in a car in the area of the Bumpus Ball Fields were contacted by police. Passenger Adam Reed, 22, of Wasilla had a $500 outstanding arrest warrant. Reed was arrested and transported to the Mat-Su Pre-Trial Facility and booked on the warrant.
April 17: Police responded to the parking lot of the Valley Performing Arts Center to follow up on a report of a suspicious vehicle. Officers made contact with Scott Stapleton, 47, of Wasilla, who had two warrants for his arrest totaling $2,000 for failing to appear on charges of vehicle theft and driving under the influence. Stapleton was placed under arrest and transported to Mat-Su Pre-Trial Facility.
April 17: Police made contact with Amanda Carter, 23, of Wasilla. Carter had a $5,000 warrant issued for her arrest. Carter was arrested and transported to Mat-Su Pre-Trial Facility without incident.
DOMESTIC VIOLENCE
April 15: Police received a report from a woman that her husband, Ivan Usoltseff, 29, of Wasilla, was intoxicated and becoming violent. Usoltseff allegedly committed domestic violence against his wife and two of his children by recklessly placing them in fear of imminent physical injury. Usoltseff was arrested and transported to Mat-Su Pre-Trial Facility with no bail set until arraignment. Additionally, there was an outstanding $1,000 arrest warrant out of Soldotna for failing to appear in court on a previous charge.
April 16: Police received a report of a domestic violence assault at a residence on Pinehurst. Julia M. Fine, 39, of Wasilla allegedly assaulted her daughter. Fine was placed under arrest for domestic violence assault IV and remanded at Mat-Su Pre-Trial Facility without bail.

MISSING PERSONS
April 16: Police took a report of a female juvenile runaway. A Wasilla woman reported her niece had run away from her residence. She told police the juvenile was last seen the previous evening.
April 17: Staff from the Dorothy Saxon Shelter reported two 16-year-old males had run away from the facility. Police were unable to locate the males. The investigation is continuing.
April 19: Police took a report of a missing juvenile male from the skateboard park. The missing juvenile was last seen at 3 p.m., right after school. The investigation continues.
THEFT / SHOPLIFTING
April 16: Police received a report from Fred Meyer that the staff had a juvenile shoplifter in custody. The 17-year-old female from Wasilla was allegedly seen taking approximately $62 worth of makeup and perfume. During the investigation it was also discovered the juvenile allegedly took approximately $12 worth of chocolate-covered coffee beans from Pet Zoo, as well. One count of theft III and one count of theft IV will be referred to Juvenile Justice.
April 17: Police responded to Carrs for a reported of a 15-year-old male in custody for allegedly shoplifting $12.16 worth of merchandise. A charge of theft IV is being forward to Juvenile Intake. The 15-year-old was released to his parent.
April 17: Police responded to Carrs for a report of a shoplifter in custody. Christopher Childs, 23, of Skwentna allegedly took several meals from the Orient Express and created a dangerous situation for store employees as he attempted to flee. Childs was remanded at Mat-Su Pre-Trial Facility for theft IV and disorderly conduct.
April 18: Police responded to the Sportsman’s Warehouse for a report of a male juvenile shoplifter.
April 19: Police responded to a residence off Pine Ridge for a burglary. A 53-year-old Wasilla woman reported the theft of jewelry between the hours of 1:30 and 6:30 p.m. She estimated the value of the missing items to be $10,000. April 20: A Palmer woman contacted police and reported someone had stolen her purse. She was working at one of the concession booths at the Home Show at the Wasilla Sports Complex when her purse was taken. Several witnesses were contacted and suspect information was gathered. The investigation continues.

April 16: Police received a report that staff at the Wasilla Lake Christian School had a 14-year-old male student in the office for possession of marijuana. The student is charged with misconduct involving a controlled substance IV and he was released to his mother.
April 18: Staff at Wasilla Middle School reported they had a 12-year-old male student in the office for marijuana possession. The student was charged with misconduct involving a controlled substance IV and released to his grandfather.
April 18: Staff at Wasilla High School reported that they had a 15-year-old male student in the office who was in possession of marijuana. The student was charged with misconduct involving a controlled substance IV and released to his father.
DUI
April 17: Police received a report of a minor motor vehicle collision at the intersection of Lucille Street and the Parks Highway. Kimberly Schaeffer, 34, of Anchorage was arrested and charged with felony driving under the influence and driving while her license was revoked. Schaeffer was transported to Mat-Su Pre-Trial Facility where bail was set at $10,000, cash-only, plus a court-approved, third-party custodian.
April 18: Police conducted a traffic stop on a vehicle operated by Larre Noyes on the Parks Highway for a minor equipment violation. Noyes, 57, of Wasilla was arrested on a charge of driving under the influence of alcohol and transported to the Mat-Su Pre-Trial Facility where bail was set at $750 with other standard DUI conditions of release.
April 19: Police arrested K.C. Chickalusion, 22, of Tyonek after a pursuit from Seward Meridan Parkway to Mack Road and then the Parks Highway. Chickalusion was arrested on charges of felony eluding, driving under the influence and refusal. The female passenger, identified as Elizabeth Dayton, 20, of Fairbanks, was arrested for minor allegedly consuming alcohol and was released to a third party. Bond was set for Chickalusion at $5,000 cash or corporate.
April 20: Police received a complaint at the Mug-Shot Saloon indicating the suspect left in a white pickup. Justin Howell, 21, of Wasilla was arrested on a charge of driving under the influence and transported to Mat-Su Pre-Trial Facility.

April 18: Police contacted John Halterman at the Tesoro gas station at the intersection of the Parks Highway and Main Street. Halterman was arrested on a charge of operating a motor vehicle while his license was suspended and he was issued a summons to appear in court on the charge.
PROBATION VIOLATION
April 19: Police contacted David Graf, 22, of Wasilla following a disturbance at Wonderland Park. Investigation revealed Graf was on probation and one of the conditions of his release was that he not consume alcohol. Graf was found to be under the influence of alcohol and he was subsequently arrested for a probation violation. Graf was transported to Mat-Su Pre-Trial Facility without incident.
VANDALISM
April 19: Police responded to a residence off of Vincent Circle for a reported disturbance. Investigation revealed a male had kicked in the front door and caused about $300 worth of damage. Police have a suspect and the investigation is continuing.
HINDERING PROSECUTION
April 20: Police responded to a residence on Blind Nick Drive for a report of a sexual assault. Investigation led to the arrest of Desirae A. Hoke, 19, of Wasilla for hindering prosecution. Hoke was transported to Mat-Su Pre-Trial Facility where bail was set at $1,500 cash or corporate.
ALASKA WILDLIFE TROOPERS
SPORT FISHING IN CLOSED WATERS / FALSE STATEMENT
April 20: Mat-Su West Wildlife Troopers contacted Michael A. Nikes Jr., 23, of Wasilla. Nikes was sport fishing in the flowing waters of Cottonwood Creek. Nikes had purchased a resident sport fishing license and had not met the residency requirements. Nikes was cited, bail is set at $420 in Palmer Court.
TAKING A COW MOOSE, CLOSED SEASON
April 17: Mat-Su West Wildlife Troopers contacted Clark Hutchman, 23, of Wasilla. Hutchman had shot and killed a cow moose on or about March 2. Hutchman was charged with taking a cow moose during closed season. Hutchman was issued a summons to appear in Palmer District court for arraignment May 29, at 9 a.m.
ALASKA STATE TROOPERS
DUI
April 25, 10:12 p.m.: The South-Central DUI Enforcement Team stopped for a vehicle broken down in traffic at the intersection of the Palmer-Wasilla Highway and Parks Highway in Wasilla. It was the same vehicle reported as a REDDI approximately 20 minutes prior in the Palmer area. Brock M. Ashton, 19, of Fort Richardson was charged with driving under the influence, misconduct involving weapons IV, minor operating after consuming alcohol and minor consuming alcohol. Ashton was remanded to the Mat-Su Pre-Trial Facility where he was held on a $500 bail. A passenger in the vehicle, identified as Matthew G. Splawn, 27, of Anchorage, was also charged with misconduct involving weapons IV after it was determined he was impaired and had been riding in the vehicle containing a firearm. Splawn was also remanded to Mat-Su Pre-Trial Facility where he was held on a $250 bail.
April 26, 11:44 p.m.: Troopers stopped Kris Dunphy, 30, of Wasilla for a moving violation while she was driving her 1991 Ford Explorer near Mile .5 Knik-Goose Bay Road. Dunphy was arrested and booked at Mat-Su Pre-Trial Facility on the charge of driving under the influence, with bail set at $1,000 cash.
April 24, 2 a.m.: Troopers stopped a black 1998 Dodge 1500 near the intersection of Knik-Goose Bay Road and Frank Smith Way for a traffic violation. Ryan Vukson, 23, of Palmer was arrested on a charge of driving the vehicle while intoxicated and remanded to Mat-Su Pre-Trial Facility where he was held on $500 cash or corporate.
April 27, 12:23 a.m.: The South-Central DUI Enforcement Team stopped a vehicle near the intersection of King Arthur and No Name Hill Drive in Houston for a moving violation. Jeremiah Schachle, 27, of Houston was arrested and remanded to Mat-Su Pre-Trial Facility on the charge of driving under the influence, and held until release to a sober third party.
April 27, 12:44 a.m.: The South-Central DUI Enforcement Team arrived on scene in response to a REDDI report to where a vehicle had gone into the ditch near Mile .25 Twilight Drive in Wasilla. Nathan L. Strickland, 32, of Wasilla was arrested for driving under the influence and driving while his license was suspended, and remanded to Mat-Su Pre-Trial Facility where he was held on a $2,000 bail.
April 27, 4:15 a.m.: Troopers arrested George Bodley, 40, of Anchorage for driving under the influence after the vehicle he was driving was stopped for speeding on Seward Meridian near the Palmer-Wasilla Highway. Bodley was transported to Mat-Su Pre-Trial Facility and remanded into their custody. Bail was set at $500.
April 27, 1:40 a.m.: The South-Central DUI Enforcement Team attempted to stop a vehicle on Starlight Lane in Wasilla for erratic driving. Theodore Knutson, 43, of Wasilla failed to stop the vehicle when emergency lights and sirens were activated. Knutson drove for an additional half of a mile and then led troopers on a short foot chase. Knutson was quickly apprehended and found to have been operating the vehicle while under the influence of alcohol and with a revoked driver license. Knutson was also found to be in possession of a small amount of marijuana. Knutson was arrested for driving under the influence, eluding, misconduct involving a controlled substance VI, and driving with a revoked license. Knutson was also charged with refusal to submit to a chemical test after he would not provide a sample of his breath. Knutson was remanded to Mat-Su Pre-Trial Facility where he was held on $5,000 bail.
