You're overlooking the term MOVEMENT. That is not just an adjective for the advancement of Civil Rights, but a functional term. To overlook the Democrat (administration's) success at ultimately bringing civil rights legislation to fore shows your disregard for their direct involvement and the facts.
By the way, you're still not responding to the Confederate flag/KKK issues mentioned previously herein which remain a constant sticking point against the redneck factions of the Republican party.
