Teachers to retain jobs, says board president

PALMER — Since the borough has set the amount of money it plans to give the school district, now it’s the school board’s turn to hammer out specifics.

“The budget is kind of a work in progress,” said School Board President Jim Colver.

But that doesn’t mean they haven’t done some work already. For starters, he said, on Wednesday the board voted to retain all of its teachers. Which might come as a relief to worried staffers who’ve been watching the budget process. With the borough assembly’s decision, Colver said, things are more definite.

“Without knowing what our funding level was going to be, the district felt like we were going to have a reduction in staff but we were able to bring everybody back,” Colver said.

Now it’s time to get into the details, to see what the district can afford and what it can’t. Meetings on that topic are scheduled to begin next month, with work sessions on June 3 and June 10, followed by a meeting June 10 at which the board expects it will adopt the budget.

Part of that debate, Colver said, will be to figure out what to do with education-related federal stimulus money Gov. Sarah Palin agreed to accept, having initially declined.

“We expect about 15 million, and half of that will be able to not be in the restrictive categories of special education and serving special needs students,” Colver said.

The money will be spread over two years and the board will soon begin debate about what to do with it.

“What Jim Colver is proposing is a two-year plan,” Colver said. “I think we should look at how we’re going to use it over two years so we can have a soft landing and we won’t have to reduce staff.”

The other decision of note to district watchers is the board’s vote to extend its janitorial and maintenance contract with NANA Management for only 90 days rather than for another year.

That, again, is a work in progress.

“I haven’t heard yet if NANA wants to exercise that 90 exemption yet or not,” Colver said Friday.

That 90 days, he said, gives time for the Classified Employees Association, which represents school district employees, to wrap up negotiations with the district to hopefully provide with school district staff the services NANA covers but for a price comparable to what NANA has set.

“I think the direction was fairly clear now that we’re going back to try to provide those services in-house if it can be done affordably,” Colver said.

He said he thinks the district is moving toward closure on the issue, which has remained contentious, at least at school board meetings since it’s inception back in the spring of 2006. The Classified Employees Association took the district to court over the decision and was ruled against twice in Superior Court in Palmer.  In early April of this year, the Alaska Supreme Court upheld judge Beverly Cutler’s decision in that case.

“I’m hopeful that now we’re going to heal a wound and be back together in one team as a school district,” Colver said.

    " The decision making skills of the school board are always compromised by the narrow interests of the few. Individuals who run for the board always state they are running to support children and education. After they are elected they fail to make productive educational decisions and fall into the political mess we have turned the school board into.
    We should really take a closer look at who we are electing to make decisions that effect our children and their education. Stop voting in people who have an agenda which has nothing to do with teaching children. "

    " Hold your judgement on the School Board. They have a lot more information then you do and there are very good reasons why Nana did not get the contract. The District should never have outsourced cleaning in the first place. If they did their homework 4 years ago they would have know that it doesn't work and is not really cheaper and is not safer.     " You who think that CEA was the big winner in this are so wrong. What happened to the school district employees when the school district outsourced them? Nana seemed eager and ready to move forward quickly. The custodians from the school district helped make the transition for NANA as easy as possible. But yet Nana would not even consider helping the School District. What a buch of bull. As far as wages, the district voted to give NANA a 5.6 increase in the contract. What savings was that? Think about it! "

    " The failed experiment is over. Yes, it was a decision that will cost money. However, teachers and children will benefit the most from the board's action. Schools will have employees that will be accountable to the principals and we will know who's working in the schools. Quality, safety and accountability. NANA failed on that.

    IN addition, NANA was holding the school board hostage with a 90-day contract extension that was 3x higher than previous years. As someone else pointed out, the school district is the customer, NANA reps behaved unprofessionally. "

Unfortunately, their bosses took shortcuts with safety, lied about background checks, added costs to contracts and tried to bully school board members into accepting a 90 day contract for double last years costs.     " As a businessman, I would be very cautious about working with NANA after the circus act at last week's School Board meeting. I insist that the contractors I hire act professionally. NANA management was threatening, rude, and unprofessional in last week's School Board meeting.

If you want to know what motivates Mr Colver, look at the APOC website to see who finances his campaigns. Ask the superintendant, it's going to cost an arm and a leg to hire all the people back and all the supplies and equipment because they did nothing for months!     " NANA has turned down the reduced price contract proposed by Thompson at the Wed meeting. Not all members of the board voted for this--it was a 3 4 split. The district is in the process of hiring back the custodians who want to come back. The district custodians at the end of the pay scale make $6.70 more a hour than Anchorage SD custodians and 10.43 an hour more than UofA custodians at the end of the pay scale. The district negotiations with CEA have been damaged by this action. No bargaining chips left. Thanks Jim "

    " I do hope people look into this story and follow the costs of the janitorial service increases. In the first place the janitorial services should never have been outsourced but it has saved money. I have always been a strong backer of the schools, but with this action by the board I don't know anymore. I do know that my wife and I will be voting against the current board members in the next election. The CEA backed the school board members in the last election so they get their payback though union dues. "

Mr. Colver if you can't be honest at least tell the truth. NANA contract saved the taxpayers money this board action dosen't.
