HATCHER PASS MANAGEMENT PLAN

The Department of Natural Resources (DNR) has released the Hatcher Pass Management Plan Public Review Draft (PRD).

We are holding three public meetings to obtain public input on the PRD and land management in the Hatcher Pass area. An opportunity to provide public input will be provided. The PRD is available on the web at http://dnr.alaska.gov/mlw/planning/
and at local libraries.

INVITATION TO PRE-QUALIFY AS A CONTRACTOR
Palmer Senior Citizens Center, Inc. - Project No. 07009.01
Palmer Senior Citizen Center Project


Palmer Senior Citizens Center, Inc. (“PSCC”) is seeking to pre-qualify licensed, bonded and insured contractors to
construct a new 33,000 square foot, two-story plus basement, senior citizens center and administrative building (“Palmer
Senior Citizens Center”) to be located in Palmer, Alaska.
Bids for constructing the Palmer Senior Citizens Center will be solicited from those contractors qualified under this invitation.
A construction contract will ultimately be awarded to the lowest
responsive and responsible bidder, subject to receipt of required project funding and final project approval by PSCC. An award will also be subject to the successful bidder demonstrating
suitable financial stability and strength to construct the project through a current financial statement and/or other financial
documentation as may be required by PSCC. The estimated cost for this project is $8 to $9 million. Fifty percent (50%) level design documents are available for review upon request to
familiarize contractors with the proposed project.
100% payment and performance bonds (from an approved surety) will be required for the project.

Interested contractors must have previous experience with
construction of a similar facility as well as experience with little Davis Bacon wage rates,
including preparation and submittal of certified payrolls.
Previous experience with government contracts is preferred.

Written submittals for pre-qualification shall include: (1) list of construction projects of similar nature and size completed in the last five years (including project name; project description;
project size (sf); project owner; original contract amount; final contract amount; and project duration); (2) list of references and primary contact phone number for organizations and/or owners for which the above listed projects were completed; (3) list of government projects completed within the last five years; (4) explanation of experience with certified payroll and little Davis Bacon wage rates; (5) general contractor's proposed staffing, including personnel resumes, for this project;
(6) copy of current general contractor's and business licenses; and (7) letter from general contractor's surety stating that the general contractor will be able to secure 100% payment and 100% performance bonds for the project in the amount of no less than $9 million should the contractor ultimately
be awarded the project.

Interested contractors should provide their written submittal
(3 copies) for pre-qualification no later than Tuesday,
March 23, 2010 by 3:00 p.m. to PSCC's Project Manager,
Cook Inlet Housing Authority, Attn: Mark Fineman, 3510
Spenard Road, Suite 100, Anchorage, Alaska 99503. PSCC expects to select three to five pre-qualified contractors from the submittals, and distribute 65% drawings to these pre-qualified contractors and solicit written bids for the project shortly
thereafter. Subject to project funding and PSCC approval, the successful bidder will then work with PSCC, CIHA and the
design team to complete 100% drawings and
finalize contract costs.
