Encourage safe walking, not safe smoking

It is ironic that the Matanuska-Susitna Borough would significantly improve the parking area and build a path to a new shelter for smokers yet not build a walking path between the street sidewalk and the building proper. Pedestrians who walk to the borough building to pay taxes, attend meetings or vote must still walk in the driveway and share space with automobiles or walk on the grass. No matter that they are on crutches or pushing a stroller. No matter if the grass is wet or full of snow. Shouldn’t encouraging safe walking be as important as giving smokers a place to continue to smoke?
