WASILLA — Jacob Cain Stuart Carter, a 22-year-old Houston resident, remains jailed on domestic violence kidnapping, first-degree domestic violence assault, third-degree domestic violence assault, first-degree domestic violence burglary and second-degree domestic violence theft charges following a Jan. 15 incident in Houston.
According to a Palmer District Court affidavit, the incident took place at a residence near Big Lake. Alaska State Trooper David Russell responded to a residence on South Beaver Lake Road where he found victim (J.C.), who informed him that someone had broken into his house, beat him up and pointed a gun at him.
In his sworn affidavit, Russell said J.C. had a black and swollen left eye, swollen nose, blood over most of his face and marks on his wrist from apparently being tied up. Russell said he found two zip ties on the floor along with duct tape. The trooper reported the zip ties appeared to be interlocked as though they had been used as a restraint device.
Russell said the victim stated he had been sleeping at a residence and woke up on the floor being beaten with the butt of an assault rifle. J.C. said three men were beating him and he was able to identify two, one being Carter. After being beaten, J.C. left and headed to the Beaver Lake residence. Russell reported medics transported J.C. to Mat-Su Regional Medical Center. There it was revealed that the victim suffered a fractured skull and cheekbone, according to the affidavit.
At the hospital’s emergency room, Russell interviewed J.C. who told him during the beating, Carter took out a handgun and put in the victim’s mouth threatening him to leave and never come back. J.C. said Carter then took the victim’s backpack which contained a handgun and several electronic devices. J.C. said he thought the threats were made because Carter thought J.C. may “rat him out” about being a heroin dealer, the affidavit stated.
Interviewing Carter, Russell stated he was told by Carter that he was aware of the incident but denied involvement. Carter further stated he had security cameras that could prove he was home at the time the alleged incident occurred. However, the cameras had reset and no footage was available.
Russell then went to the location where J.C. had been staying. There he interviewed two residents who stated they had also been zip-tied, restrained and injured. Investigation revealed both had marks from the zip ties and one of the residents had feared for her life. One resident was able to identify two of the three males allegedly involved, one being Carter.
Carter was arrested Tuesday and taken to Mat-Su Pretrial, where no bail was set on the kidnapping charge. Bail on the remaining charges was set at $25,000 cash/corporate and $25,000 cash performance plus court-appointed third party.
