Mat-Su legislator Rep. George Rauscher, R-Sutton, has proposed a special legislative task force to consider the implication of Artificial Intelligence in Alaska. House Concurrent Resolution 3, sponsored by Rauscher, is in the House Finance Committee.
House Minority Leader Rep. Mia Costello, R-Anch, is cosponsor of HCR 3 with Rauscher.
“As AI technology continues to evolve, it is increasingly integrated into government operations, public services and the private sector. Understanding its implications is essential to ensuring that its benefits are maximized while potential risks, such as data security, privacy concerns, and workforce impacts, are addressed through responsible policy,” Rauscher told the House Community and Regional Affairs Committee in a hearing on the proposal.
The committee sent HCR 3 on to the House Finance Committee on April 10.
“Ai has the potential to enhance efficiency, improve decision-making and drive economic growth in Alaska, particularly through the development of data centers and technology hubs,” Rauscher said.
However, there are ethical and regulatory concerns, including transparency, cybersecurity and protection of civil liberties, he said.
A seven member bipartisan task force formed under HCR 3 would evaluate AI applications in government, workforce needs and economic opportunities. A report would be prepared and presented to the Legislature by Jan. 31, 2026.
The use of special task forces to assess problems and potential opportunities is commonly used in the Legislature. Last year a bipartisan Legislative Seafood Task Force met several times through the summer and fall, with participation by fisheries groups, to make recommendations to help this important industry that is now being battered by adverse economic trends and trade issues. Several bills proposed the seafood task force are now moving through the Legislature.
A similar task force formed to aid the state’s small agriculture industry, and enhance food security, was formed prior to that and spearheaded by Mat-Su State Republican state Sen. Shelley Hughes. A key recommendation of that task force, to create a new Department of Agriculture, is now pending I in the Legislature.
