PALMER - A police officer who pulled over a car Monday for a moving violation on the Palmer-Wasilla Highway found a felon with a crack-cocaine pipe and two semiautomatic guns, according to Palmer Police.
Robert L. Collins, 40, was charged with misconduct involving a controlled substance, three counts of misconduct involving a weapon, including being a felon in possession of a weapon, and driving while having a suspended license.
Previously, he has been convicted in Anchorage of third-degree misconduct involving a weapon, second-degree theft by deception and third-degree misconduct involving a controlled substance - all felonies.
Collins was taken to Mat-Su Pre-Trial Facility. Bail was set at $10,000.
