A Sutton man has been arrested and charged with two counts of Distribution of Child Sexual Abuse Material and two counts of Possession of Child Sexual Abuse Material.
The charges come after members of Task Force Dawnbreaker—comprised of investigators from the Alaska Bureau of Investigation Technical Crimes Unit (ABI TCU), Homeland Security Investigations (HSI), and the Federal Bureau of Investigation (FBI)—initiated an investigation in October 2025, into an Alaska man suspected of soliciting another individual for sexually explicit images and sexual contact involving the individual’s 11-year-old daughter, according to an online dispatch.
The suspect, identified as Joseph Baxter, age 43, of Sutton, Alaska, was contacted and arrested on October 14, 2025, without incident. Baxter was remanded to the Mat-Su Pretrial Facility and held without bail.
Task Force Dawnbreaker is an Alaskan interagency unit that investigates online child exploitation, including the distribution and possession of child sexual abuse material. The task force is not a military operation. It is an affiliate of the Alaska Internet Crimes Against Children (ICAC) Task Force.
This case remains under investigation.
