The Mat-Su Borough School District recently issued Resolution 18-003 to acquire or build three new charter schools, two bus barns and a new school, with the intent to own all the charter schools in the Mat-Su Borough with several to be replaced with new construction. This will be done without a bond or voter approval by means of a clever new type of financing called a Certificate of Participation for which you as a taxpayer will not have the right to vote.
Whether you agree or disagree with the MSBSD owning the charter schools or building new high schools or hockey rinks — that is your decision — but it is also your right as a citizen to vote on how your tax dollars are being spent. The Certificate of Participation financing is a dangerous tool that would allow the borough to eliminate taxpayer involvement on all future borough construction projects. This will be presented to the Mat-Su Borough Assembly Nov. 6 and it will pass unless we attend and voice our opposition to this alternative form of financing.
You can also call or email the borough manager expressing your position on COPs, and he said he would pass all comments on to the assembly members.
