As an owner of a dog who was abused as a puppy, I agree that the penalty for animal cruelty laws, especially when there are surviving victims, should be increased.
My dog still suffers after-effects of the (injuries) she incurred over three years ago. She still is fearful and shakes violently when approached by strangers or men. In the case of Frank Rich, he not only abused animals, but left many survivors causing differences in each of these dogs’ personalities for the rest of their lives.
As the number of victims and survivors increase, there should be harsher penalties that can be applied rather than treating one dead dog just the same as 160 forever-injured dogs.
