Who is ‘borough staff’?

To the editor:

I see that the “borough staff” is recommending approval for the Central Monofill Services dump application. So, does that mean borough employees? Am I the only one who sees this as grossly unethical? Who is the “staff”? Is it the secretaries, receptionists and janitors? Since when do government employees advertise their opinion on whatever the elected group is about to vote for? Or is the borough “staff” voting to approve this abomination for the health, safety and welfare of residents of south Palmer?
